Why does the job exist?
This position is responsible for:
* The creation, review, and updates for all Administrative, Human Resource, Information Technology and Security Policies and Procedures for the Taxation and Revenue Department (TRD).
* Leading the Bargaining Unit Policy Committee to negotiate new policy and policy changes.
* Working with subject matter experts, researching policy trends, applicable laws, rules, and regulations.
* Developing related forms, documents, and announcements.
How does it get done?
This position:
* Works closely with Human Resources, the Office of the Secretary, the Information Technology Division, and the bargaining unit to work on updating policies and procedures for the agency.
* Is responsible for working with subject matter experts on administrative, human resource, information and technology, and security policies and procedures.
* Collaborates with the Taxation and Revenue Department’s intranet developer to insure all the policies, procedures, and forms are in the correct format and assigned to the correct location on the
intranet.

* Ability to synthesize data and research to help shape policy message and strategies
* Professional experience in policy analysis, writing and research
* Conducting research on various topics, gathering information from different sources, and creating content based on that research
* Proficiency with software such as word processing, social media and other communication applications
* Developing forms, brochures, illustrations, electronic communications, and marketing material
* Education background in English, business writing or journalism
* Bachelor’s Degree in any field of study from an accredited college or university and 6 years
of professional level experience directly related to the purpose of the position
Minimum Qualification
A Bachelor’s degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Office setting, exposure to VDT, extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Must be able to lift 25 pounds. Occasional but essential working in loud noise areas. Travel in state, depending on business need not to exceed 20%. Required to frequently meet deadlines with severe time constraints. Continuous interactions with customer base are required. Frequent, multiple demands from several people.
