Description

Purpose

The purpose of this classification, under direction, is to function as superintendent for the growth, operations, and development of a water treatment facility, meeting guidelines and standards set forth by the state and federal government. Employees in this classification perform middle management work for a complex water treatment plant and auxiliary facilities. Position is responsible for assisting with planning, training, organizing, directing, and maintaining the uninterrupted flow of operations. Performs related work as required.

Education, Training, and Experience

Associate's degree with course work emphasis in higher mathematics and science or related; supplemented by four (4) years water treatment operations, two (2) of which shall be acquired in a supervisory capacity in a water treatment plant; or an equivalent combination of education, training, and experience.

SPECIAL REQUIREMENTS
Requires valid State of Florida Driver’s License and valid State of Florida Water Treatment Operator License Class ‘A’.

Job Description

ESSENTIAL FUNCTIONS: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Assists with planning, organizing, directing, and supervising the uninterrupted flow and operations in all water operations, to include the City's satellite facilities.

Inspects water treatment plant installations, and directs or takes corrective actions for operational, mechanical, or electrical malfunction.

Supervises, schedules, assigns, trains, and evaluates the performance of plant operations personnel under charge.

Requisitions supplies and equipment; ensures chemical supplies are sufficiently maintained; reviews bids for purchases.

Oversees, participates in, and reviews the maintenance of records and preparation of reports concerning plant operations under charge.

Reports serious or potentially hazardous malfunctions to supervisor.

Assists in budget development through submittal of annual operating projections; reviews expenditures for progress and/or shortfall in relation to budget projections.

Coordinates preventive maintenance scheduling with mechanic personnel.

Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Physical Ability:
Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements:
Some tasks require the ability to perceive and discriminate odors. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors:
Tasks may risk exposure to strong and/or toxic chemicals/agents, strong odors, smoke, machinery, wetness, humidity, dusts, fumes, temperature, and noise extremes, vibrations, electric currents and/or disease.

PERFORMANCE INDICATORS:
The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job:
Has thorough knowledge of the methods, policies and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of a Water Plant Superintendent. Has thorough knowledge of principles and practices of municipal water distribution and treatment plant operations and the standards for normal operating procedures relevant to functions and mechanics of pumps and other mechanical plant equipment. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has thorough knowledge of the organization of the department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel as well as any external entities with which position interacts.

Maintains high standards of accuracy in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains quality communication and interaction with intra- and inter-departmental personnel and any external entities with which the position interacts.

Performs described essential functions and related assignments efficiently and effectively in order to produce a quantity of work which consistently meets established standards and expectations.
